[Locomotive-users] can't connect to local host 3000

HI

I an new to Ruby I jnstalled locomotive and all went well. I then  
deleted the project I installed and shut down my computer
next tome I went to try Ruby on Rails I cannot connect to local host  
via local host 3000.

I can connect to local host with php to my mysql database

i would really appreciate some help so I can continue my exploration  
of this wonderful environment
