Are you shure, mongrel was realy stopped?  Sometimes it hangs and  
restarting it in Locomotive doesn't really work.  If that's the case,  
a killall -9 ruby helps (but be shure, no other ruby threads are  
running or they will be killed, too).  Restart then.
