[Locomotive-users] What program does Locomotive run?

My impression is that the Rails program (run by the web server)
is normally one of public/dispatch.{cgi,fcgi,rb}.  However, I
have had no success in running commands in any of these, as:

    system('/usr/bin/touch /tmp/t1')

Does Locomotive run some other file, instead?
