Migrate will "populate" your database with tables.  It will not  
create the database in which the tables are to be stored.  As for how  
you set it up... what database were you planning on using?

I really have to recommend that you look into buying a book, like  
"Agile Web Development with Rails" or something like it.  All this  
kind of stuff is detailed for you, step by step, in books.
