I have had this happen, on and off, for a while. I haven't found a
solution, nor have I even found a reproducible pattern. Sometimes
it'll do it, and sometimes it won't. Right now, my Locomotive starts
up in a reasonable amount of time, but a month ago, using the same
build of Loco, it was behaving just as you are describing. My advice
would be to just "ride it out", and it will probably start behaving as
expected eventually...
