The Rails core team introduced this environment variable somewhere around
1.1.2 (maybe 1.1?) to solve the problem of a gem update on a shared server
breaking your apps.  However, it creates problems of its own.  I haven't yet
figured out the optimal way to deal with it in Locomotive (although I am
certain the current "non-dealing" is definitely not optimal).

Standard Rails works fine! (and it seems faster)
