Some gems are written in only ruby ("pure ruby gems"), but many (most?)
include some functionality written in (usually) C for improved performance.
You need to have a compiler toolchain installed to build and use these
gems. I have no idea where rspec falls, but if it does include non-ruby
portions, you will not be able to install it without having the Apple
Developmer Tools installed.

Are you using "sudo"? (i.e. "sudo gem install rspec")
