That's not exactly true (this comes from within a Locomotive shell):

11:55:34 [mark in test]$ man -w sqlite3
/Applications/Locomotive2/Bundles/standardRailsSept2006.locobundle/powerpc/share/man/man1/sqlite3.1.gz

11:55:37 [mark in test]$ man -w ruby
/Applications/Locomotive2/Bundles/standardRailsSept2006.locobundle/powerpc/share/man/man1/ruby.1

As to what environment variable sets this, you got me.
